First you will want to laminate the game board, spinner and playing cards.  Then cut the cards out.  Mix the cards and stack them face-down in a pile. You will also need a pencil and a paper clip for spinning.

Each player draws a card.  Players determine what number is on the card.  Then they compare the cards and place them where they belong on the game board.  If the cards are equal, put them in the middle of the game board.  The players then draw another card. The player who wins the spin gets to take all the cards off the board.

Spin the spinner to determine who gets to take the cards.  To spin the spinner place one end of the paper clip on the middle dot of the spinner.  One player holds the pencil to keep the paper clip in place.  The other player flicks the paper clip to make it spin.

Example:  The spinner landed on less than.  One player has 4 and one player has 1 so the player with the 1 card would take the cards.

Continue playing until you are out of cards.  The player with the most cards at the end wins.
